The Director, Workforce Planning, under the direction of the National Director, Human Resources, provides direction, support and oversight on the development and execution of new programs/initiatives designed to meet the organization’s short and long-term workforce requirements.  This role will focus specifically on understanding issues of workforce supply and demand to create talent acquisition strategies, implement workforce innovation projects and leverage strong employee retention to increased workforce capacity and improved employee productivity.

What You Will Do

  • Works collaboratively with internal and external stakeholders to analyze, forecast, and plan workforce supply and demand needs, assessing labour gaps, and determining target talent management programs to ensure the organization has the right people, with the right skills at the right time.
  • Works with project management and operations leadership teams to develop annual workforce plans with clear objectives, supporting metrics and a well-developed communications strategy aligned to desired strategic outcomes.
  • Supports the creation and execution of programs to increase the organization's ability and capacity to source, attract, secure and retain a qualified, available and productive workforce.
  • Identify hard-to-fill roles, business-critical roles and develops innovative sourcing strategies to attract new talent and build, maintain and engage talent pipelines.
  • Understands current and evolving workforce trends, changes in government policy/programs and opportunities to partner on workforce innovation initiatives. 
  • Ensure HRIS technology is leveraged and adapted for the successful delivery of HR business processes and operational needs across the organization.
  • Recommends, builds, implements and monitors new programs, initiatives and solutions while assessing the impact on the gaps  in the areas they were designed to address. Pivots/adjusts approach as needed to drive continuous improvement to maximize effectiveness and results.
  • Creates and leverages innovative networks, external partnership and outreach initiatives to identify existing talent pools and/or development opportunities.
  • Provides direction, guidance and support to direct reports and department team members while building a culture of collaboration, mutual accountability and respect.
  • Works with local operations leaders and HR support teams to listen, assess and implement improvements that enable a positive candidate, human resources and hiring manager experience.
  • Works with internal data teams and external data sources to develop robust workforce reporting, analytics and insights to drive critical decision making.
  • Develops and maintains mutually beneficial partnerships with educational institutions, job boards, social media platforms, technology vendors, government institutions and other sourcing and retention partners.
  • With the support of finance partners, creates business plans and costing models to develop and assess new innovation opportunities.
  • Works with marketing partners and key stakeholders to ensure the Bayshore employer brand is well positioned and highly visible.
  • Establish a community of practice for local recruitment teams to develop competencies, ensure best practice sharing and optimized processes. 
  • Prepares and delivers presentation and program materials to various stakeholders to effectively communicate project outcomes and secure alignment and support.
  • Adhere to Bayshore Policies and Procedures. Participate in quality activities and continuous improvement initiatives in keeping with the company's Quality Management System. Participates in proactive Health & Safety activities while performing all duties. Responsible to notify immediate Supervisor of any Health & Safety risks or concerns.
  • Maintains confidentiality of client and corporate information and discusses same only with appropriate Bayshore personnel.

Reporting Relationship

The Director, Workforce Planning reports to the National Director, Human Resources.

Qualifications

  • University degree or equivalent business experience with a proven track record in establishing best in class talent acquisition initiatives.
  • Health Care or equivalent industry experience is an asset. 
  • Demonstrated competence to deliver in a fast-paced, complex and collaborative environment.
  • An advanced level of innovation, initiative and judgment in order to organize and prioritize tasks, workload and projects.
  • Ability to build and maintain productive and collaborative relationships with peers and cross-functional teams.
  • Strong influencing presence and demonstrate problem-solving skills. A passion for empowerment and building a strong culture of support, accountability and authenticity.
  • Ability to manage ambiguity, risk, and changing direction of projects and strategies. Ability to work effectively in high-pressure situations that require sound decision making and may involve confidential or sensitive matters.
  • Excellent problem-solving, critical thinking, reasoning and analytical skills. Exceptional written and oral communication skills, including the ability to communicate effectively verbally or through written documents.
  • Computer skills to produce and interpret reports, documents and presentations.
  • Significant Talent acquisition acumen as well as knowledge of HR related principles and best working practices and procedures, employment standards legislation and other relevant regulatory requirements.
